How FINAL % Scores Were Calculated
Many animal protection issues never receive a recorded vote. Some are enacted by voice vote which is not a recorded vote therefore it cannot be measured. Some bills languish and never reach a vote and are referred to as "dead" or "died in committee."
Only the recorded votes were counted in the voting record. We also gave points to legislator's who authored (5 points) or co-sponsored (2 points) because these are necessary for the legislation process to begin.
The maximum score posted is 100%, but some legislators could score higher if they had received the 5 point bonuses for authoring a bill, which those are indicated as *100% (with an asterisk).
We realize the limitations of judging legislators based on a few votes and cosponsor-ships, therefore we are sending questionnaires to all current legislators and candidates to survey their stance on companion animal issues which have passed in other states. We will post the results as they become available.
Note: In some cases, legislators must miss votes for unavoidable reasons, we have used blanks to indicate when a vote was absent.
